President Mark Parsons

Mark Parsons is currently employed as a Supervisory Customs and Border Protection Officer and has 25 years of federal law enforcement experience.

Mark has been employed by the United States Customs and Border Protection Service (formally the U.S. Customs Service) for 13 years as a Customs Officer, where he was responsible for detecting and preventing the illegal entry of persons and goods into the country.

Mark also served one year with the Office of Naval Intelligence in Washington D.C. as a federal officer. He began his law enforcement career in 1981 when he joined the United States Air Force as a police officer. After which, he was assigned to Andrews Air Force Base, Maryland for four years as an explosive detector dog handler for the Presidential aircraft, Air Force One. In 1991, he was reassigned as the Non Commissioned Officer in Charge of the Presidential Explosive Detector Dog Program. His collateral duties included providing dignitary protection to the President and the visiting equivalent foreign Heads of State.

Mark joined the Fraternal Order of Police as a member of New York Lodge #44 while stationed at JFK International Airport, New York in 1995. Mark moved to El Paso, Texas in 1996 with his wife Marlina and two children. He was instrumental as one of the founding members of El Paso Federal Officer’s Lodge #82 and has served three terms as Lodge President.

Sergeant-at-Arms Baldo Martinez

Baldo Martinez is currently employed as a Customs and Border Protection Officer in El Paso. Assigned to border inspections, his frontline duties include the determination of admissibility of persons or goods into our country.

Baldo joined Customs and Border Protection in December of 2003. After two years of service, he joined FOP Lodge 82 in 2005. As an active member, Baldo made a commitment to serve the lodge, it's members, and the community of El Paso by becoming the Executive Board's newest elected officer, Sergeant at Arms, in June of 2007.

Originally from Albuquerque, New Mexico, Baldo now resides in Fabens with his wife and three children.

Vice President / State Trustee Ruben Duran

Ruben Duran joined Customs and Border Protection where he began his law enforcement career in June of 2002 after serving in the United States Army for 21 years. He also worked for 5 years as a Defense Contractor for the United States Army.

In 2003 Ruben joined the FOP Lodge 82 where he has taken an active role in the lodges' affairs. Ruben believes that the primary duty of the executive board is to provide the best available services and benefits to each member while maintaining and improving relationships within the El Paso community.

Ruben currently resides in El Paso with his wife Debra and two sons Joseph and Matthew.
